FINANCE AND ADMINISTRATION MANAGER (based in Ras Laffan, Qatar) Reporting directly to CLIENT’s Chief Executive Officer and functionally to Client’s Chief Financial Officer, the Finance and Administration Manager will be responsible for the overall accounting, reporting, budgeting and financial control functions of CLIENT. In addition, he/she will be responsible for CLIENT’s Human Resources and IT Departments’ functions. Specific responsibilities include: · Plan, build, develop and maintain a strong, efficient and robust Accounting organization to support CLIENT’s strategic planning initiatives, operations and activities. Establish department objectives, set targets, evaluate staff performance, provide technical leadership for all accounting and financial reporting matters and ensure the overall integrity of the Accounting department. · Develop and maintain accounting policies and procedures, and ensure that financial controls are sufficiently designed and operating effectively in accordance with accounting best practices to safeguard CLIENT’s assets and to maintain data integrity. · Lead and coordinate the ongoing development, implementation and maintenance of the financial reporting systems to ensure the accuracy of the accounting records used for financial statement and management reporting, including variance analysis, preparation and that they effectively meet CLIENT and Client’s needs. · Plan and direct the accurate and timely preparation of CLIENT’s financial statements in accordance with International Financial Reporting Standards and in compliance with regulatory requirements for timely submission to various constituencies (shareholders, Board of Directors, management). · Coordinate internal and external audit requirements and liaise between senior management and external auditors. · Plan, establish, oversee and evaluate CLIENT HR Department’s strategy covering HR policies and procedures development, manpower recruitment, employee retention, compensation and benefits management, performance appraisal management, and training and development. · Plan, develop and communicate CLIENT IT policies and procedures, aligned with the information and communication strategies of Client. · Assess and review all CLIENT IT requirements, identify and continually maintain technically up-to-date short-term, medium-term and long-term goals with regards to CLIENT’s information and communication infrastructures. · Maintain and support all finance, inventory and business administration systems, providing a technical infrastructure to a high standard in a cost effective manner. Requirements (Knowledge, Skill and Abilities):MBA degree and Chartered Accountant, increasing financial and accounting leadership experience in a large public multinational ship repair yard, oil and gas or shipping company, strong interpersonal and communication skills, team player with consultative approach, very good written and spoken English, exceptional computer literacy (SAP, JD Edwards or other ERP systems, Microsoft Office, etc.), Strong organization skills with ability to handle multiple projects. Has good experience in, and understanding of the IT and communications roles in a large company.
